About the council 

Welwyn Hatfield Borough Council (WHBC) is a local authority employing approximately 500 full, part time and casual staff who provide services to local residents, businesses, council tenants and leaseholders. The borough is located in central Hertfordshire with an estimated population of 114,000 and covers an area of approximately 130 square kilometres. It contains the two new towns of Hatfield and Welwyn Garden City (WGC) plus eight other large villages and settlements. Around 75 per cent of its population live in the two main towns.

Business benefits 

Following a thorough market evaluation exercise, Clearview was chosen as the solution provider for WHBC. The main benefits identified by WHBC that Clearview were engaged to tackle were:

  • To help drive and support a continuous performance improvement culture; and 
  • To provide transparency of WHBC corporate strategy and values straight through to performance deliverables.  

The implementation project has gone well with the system expected to be fully live for the last (and questionably the most important) quarter in WHBC’s 2017/18 financial year.

Commenting on the project to date, Lucy Aston, Business Excellence Manager at the council says:  Lucy Aston WHBC

“We wanted a system that enables us to both effectively join our performance and risk management framework to the council’s business plan and objectives, and to also help us manage large projects.

The new Clearview system should make sure our performance and risk management framework ties in with our corporate objectives, placing ownership in the hands of the managers responsible for delivering the services.”

The implementation of Clearview will provide WHBC with a more joined up approach to project and risk management and capture their strategic objectives and goals, enabling them to communicate transparently and progress towards achieving objectives throughout the organisation.

WHBC also required the system to help them monitor and manage their KPIs and place ownership and accountability with their managers, enabling them to performance manage more effectively.

Commenting further, Lucy says, 

“This will be a big change for some of us and how we operate but nonetheless it will be a very positive change.”
